[sv-ac] constant_primary definition

Hi all,

I opened a new Mantis item 3113 (Add port_identifier to constant_primary BNF for sequences, properties and checkers) to address the issue mentioned in Mantis 2955. The issue itself is old, and it existed already in the LRM 2005.
