[sv-ac] $global_clock resolution

Hi all,

I uploaded a new enhancement proposal to Mantis (3069). Its idea is to allow a finer grained clock resolution for $global_clock. If an assertion governed by $global_clock is used in a specific clock domain, it might be acceptable to resolve $global_clock in the scope of this domain. Such resolution may significantly accelerate the simulation speed.

The description in 3069 is a sketch and not a complete solutions. The proposed keywords and the algorithm are tentative, and aim to illustrate the idea.
