RE: [sv-ac] call to vote on 2482, note 7684

I consider swapping the order of two subclauses to be just an editorial
change, so long as no actual text is being changed.  Ensuring committee
consensus for the swap was prudent.  Actually voting on an editorial
correction was probably overkill, but doesn't hurt anything and shows there
was consensus.
