RE: [sv-ac] call to vote on 2482, note 7684

Hi Neil,

This is the pure editorial issue concerning the numbering of the derived
syntax rules. The version resulting in the merge of several Mantis
proposals has problematic rubricating and numeration. I suggested my own
version since I don't agree with the version suggested by the editor. I
called to vote to make sure that SV_AC members agree with my suggestion.
I think that even to leave the numeration exactly as done by the editor
would require SV-AC approval since the merge was not trivial.

Hi Dmitry,

It seems to me that anything requiring a vote by the committee
can not be considered Editorial. Editorial issues are things that
the Editor didn't get right the first time around, or issues that
are trivially obvious as to how to fix.

The committee should only be considering purely Editorial issues
at this point in time.
