Attached is the latest version of the Operating Guidelines. Regularly scheduled meetings count towards voting rights. On occasion, one of the committees will hold a special meeting where there is discussion but no voting. These one-time meetings typically do not count towards attendance. It is my understanding that all voting meetings do count towards attendance. If the committee does set up a one-time meeting it needs to make it clear before the meeting whether that meeting will be a voting meeting and whether it counts towards attendance. This is done to avoid any confusion later on.
