Oops sorry I did not mean to be vague -- I was focusing on
package/program contexts.
 
- Declaration: Texts talks about declaration within package-- not
covered in BNF (note: I think program is covered with the
module_common_item update)
- Instantiation: Texts talks about instantiation in program -- not
covered in BNF.

I vote yes, but conditional on clarifying/fixing the BNF. It has
shortcomings on where checkers are declared and instantiated -- the text
says something not reflected in BNF.

 

Note that 2182 (VPI) may also need to be updated based on this review of
where declared/instantiated.
