RE: [sv-ac] feedback on 1599

Hi John/Charles,

The note on 1599 seems to have the from/to in reverse (sections
reference VPI diagram). I recall the discussion in CC was to add a
reference *in the VPI* to the assertion/coverage sections that detail
access. I thought idea is to alleviate now the eventual need to move the
assertion clauses into VPI proper (minutes not posted yet). 

To this end I updated 1599 proposal by adding 2 notes to 36.42 diagram,
posted on mantis.

SV-CC have reviewed 1599 and given feedback, and some minor changes are
required.  See the bugnote on Mantis.  

The proposal owner should update the proposal to address these changes
so that we may re-approve in SV-AC.
