[sv-ac] feedback on 1599

Hi Folks:

SV-CC have reviewed 1599 and given feedback, and some minor
changes are required.  See the bugnote on Mantis.  

The proposal owner should update the proposal to address these
changes so that we may re-approve in SV-AC.
