Hi Folks:

Our e-mail ballot on 1900 passed.  See the results below.

There was a friendly amendment, and there were other changes to 
the proposal during the balloting period to address comments.

As we discussed in yesterday's meeting, we will hold another
e-mail vote to approve the changes to the proposal.

Friendly Amendments

Currently all the description about checker instantiation is under
section for 'Checker Declaration 16.18.2'. The checker instantiation
section should be separate and all the text from the declaration part
which is related to instantiation should be moved there.
