[sv-ac] new mantis #2150

Hi John,

I have filed a new mantis item to restrict the use of automatic
variables in action block and subroutine calls. The mantis item number
is 2150. I do not have a proposal yet but we can discuss it in the
meeting to see what everyone thinks about it.
