[sv-ac] ballot result for 1549

Hi Folks:

The proposal for Mantis 1549 was passed by our e-mail ballot.
See the results below.

There was one friendly amendment from Bassam to add the missing
word "results" in the phrase "results in illegal syntax".  This
has been done and the new proposal documents are

on Mantis.  (The Annex F document was not changed.)
