RE: [sv-ac] 1758 passed - updated proposal

The sv-ac reflector had a problem with Shalom's original email.
It looks like the problem was due to using "sub-" at the begining
of a line. I have rearranged the text slightly to see if it will go
through this time around.

I don't know about the rewrite, but the proposal puts them in the
precedence table, and the text mentions the precedence of || and &&. If
you put the new operators in the same section as those two, and the sub-clause
describes their precedence, then you need to describe those
of the new ones as well. Otherwise, the reader says, "And what about the
other two? Don't leave me in suspense!".
