Hi Tom:

I think that 1601_090407.pdf on Mantis was edited to remove
dependencies on 1549, while the version 1601_then_1549.pdf had
explicit dependencies on 1549.

As I glance over 1601_090407.pdf, I see inconsistencies with the
latest 1549, though, so maybe this vote is premature.

Strictly speaking, I do not have the power to terminate the vote, but
you do with a technically justified "no" vote.  I think you need to
look at the current proposal and make the decision.
