Hi Folks:

I sent a number of mails to the reflector yesterday, but
it seems that it is down, so I am mailing you individually.

There was no champions meeting yesterday.

There will instead be a 12-day e-mail ballot by the champions.
You will have seen this referenced in the call to re-vote on 1681.

In our meeting on Tuesday, we talked about action plans for
a number of items, and some were contingent on the outcome 
of the champions meeting that did not happen.  Under the 
circumstances, there is increasing risk in waiting on the 
champions to provide feedback and on creating proposals that
cannot stand by themselves.

To the extent possible, I recommend that we try to decouple 
proposals so that they can be passed individually and, in
the event that some proposals are held up at the champions'
level, others may still be able to go through.

As an example, the Annex F proposal for 1668 is currently 
written in a way that is dependent on 1549.  Since 1549 is
dependent on 1601 and 1601 is stalled at the champions level,
1668 is effectively stalled in its current form.

The approach I envision is more work, but I think it has better
chance for success.  I will revise the Annex F proposal for 1668
to include all changes from 1549 that are needed for 1668 to 
stand on its own.  These changes will be consistent with 1549
wherever there is overlap.  If 1668 passes before 1549, then I
will update the 1549 document to be consistent with 1668.

We may need to be willing to share sources in order to follow
a similar approach with other sets of proposals.  Also, in some
circumstances it may be necessary to create contingent parts of
proposals.  I never like to do this, but at this point I think
it has to be considered seriously.
