[sv-ac] mantis 1720

Dear SV-CC:

Mantis item 1720 under SV-AC is about the fact that
the vpiNotOp does not distinguish "!" from "not".

I think that there should be a separate vpi<something>Op
for "not".

SV-AC confirmed this, but I'm suspicious that it is not
really an SV-AC issue.

Can you have a look and decide if it should belong to 
you?
