[SB] The first part of the proposal says, 
"For simulation tools, these tasks shall report the simulation run time
at which the severity system task is called."

This is not mentioned in 22.7.1 and 22.7.2. 
For clarity, all the information reported by the tasks should be listed
in a single place.
