In Clause 29.2 of the SV ballot draft, $assertoff, $assertkill and
$asserton show the first argument as being "levels".  The meaning of
this argument is not defined in the LRM.

In SV 3.1a, the meaning of this argument was defined in section 11.8

Does the AC committee have an open action item on this?
