[sv-ac] my new proposal is not ready

All:

At our last meeting, I was assigned to write a new proposal
about expanding clock flow to replace the existing rules
for clock resolution and fix problems with the clock
resolution tables.

With FMCAD and Freescale duties, I have not been able to
work on this proposal yet, and so we should not spend
any time in tomorrow's meeting discussing it.
