[sv-ac] bind_directive BNF

Attached is a correction to the bind_directive BNF of Syntax 17-17.
Apparently there was a confusion based on the name of the nonterminal
'name_of_instance', which does not actually represent the general
concept of the name of an instance, but is only used in instantiations.
