   Mantis 4002: "Which" for "that" editing changes for AL OF LRM

Tom: Changes to 16.7 seems to go beyond editorial in nature, and
        seems to change the meaning of the sentence.
E-mail from Shalom: "I don't see why constant expression appears at
        all in the sentence"
Anupam: But phrase "includes constant_expression" makes sense in context
        of the paragraph.
Ben: Change should be just to to add comma to sentence before "which"?
Anupam: But BNF shows that constant_expression includes constant primary,
        not the other way around
Tom: More correct text should be "constant_primary is a
        constant_expression"?

Scott, Change to 16.14.6: Seems to be an extra "is" in the red strike-out
        text.
Scott:, Change to 16.14.6: Why is so much text replaced. Simplify change
        to show replacing of "which" with "that".

        1. Change to 16.7: Changed "includes" to "is a"
        2. Change to 16.14.6: Simplified editing to show just replacing
