Introducing a different construct would create more confusion, I believe, and there will be a need to complicate the definition to take care when both the new and the old constructs appear...
What is the policy with regard to backward incompatibility? Is it strictly forbidden, or may be allowed in some cases?

I had a quick look at the new proposal, it looks OK. I have only one concern - backward compatibility. Since in the 2009 LRM the declaration can be anywhere and applies everywhere, unless the global clock is in the top module or unit, the behavior will change. Should there be perhaps a different keyword for the new global clock? E.g., hierarchical clocking ? Or local clocking?
