Hi David;

I view this as a placeholder for a formal request from the SV-AC when we begin
convening.

As you may recall, we had template functionality in the SV-AC proposals up until
the last few weeks of the deadline. It was removed when there was not enough
concensus on how it should work and what it should do.

Thus, I had asked that we forward this to SV-EC for consideration. It is
primarily for assertions to allow a group of assertions in either a
procedural or module/interface scope. However (as most constructs do) it provides
additional generic capabilities.
