The semantics subcommittee proposes changing the
keyword "never" to "not" in order to overcome the
mismatch between the intuitive meaning of "never"
and the intended semantics of "never".

If this change is made, then "always" and "initial"
can both be used with "not". The combinition of
"always" and "not" gives the intuitive sense of
"never".
