IEEE P1076.1 Approval of new Policies and Procedures

In a follow-up to a recent audit by IEEE-SA of the Policies and Procedures of our sponsor DASC (Design Automation Standards Committee) the audit committee requested an audit of the Policies of all Working Groups sponsored by DASC. The P1076.1 P&Ps, published at http://www.eda-twiki.org/twiki/pub/P10761/WebHome/OperatingProcedures2008.pdf, were last updated and approved in 2008. Since then IEEE-SA has introduced more formalism into Working Group operation, so it was necessary to revise the P&Ps based on the newest IEEE-SA requirements.
 
Attached please find draft B of the revised Policies and Procedures of the P1076.1 Working Group. This document is the result of a review and discussion of an earlier draft A at last week's P1076.1 Working Group meeting. Compared to the currently active P&Ps changes were made in particular in the membership area: there is no longer a requirement to be a DASC member to participate in the activities of the WG, including in votes. Similarly, the membership requirements for the officers have changed. We made both these changes, after corresponding rules were adjusted by IEEE-SA and DASC, to allow a wider audience to participate in our work.
 
This vote is for approval of the revised Policies and procedures of the P1076.1 Working Group. The vote will still be held under the old rules, but your participation in the vote will count towards member and voting member status under the new rules once they have been adopted. To vote, please respond to the Chair at christen.1858@comcast.net. You can do this by replying to this email (please do not reply all). You may approve, disapprove, or abstain. If you disapprove, please let us know why. The vote is open till August 31, 2011.
