[1076.1] IEEE sponsor ballot results

Here below are the results of the ballot that closed on Sept. 28. The 
P1076.1 Working Group is now developing resolutions for all comments 
that have been issued. Since there is one negative vote, a recirculation 
ballot will be initiated as soon as possible.
