Hi,

I've reviewed the draft LRM. The scope of packages is fine, as are
the unit and symbol designations. With respect to the fundamental constants,
while I don't quibble with the values, I think the package spec
should cite the definitive source for each value. It will make the spec
checkable, and thus more maintainable.

Regarding the material constants, deferred constants allow the user
to define the value, but the names of constants have been standardized.
it would be useful to state that and briefly describe
the rationale, e.g., properties of materials
are measured and subject to variation according the modeling application
context, environmental constants are part of the modeling assumptions of
individual experiments, etc. It would be useful to provide an informative
package body with nominal constant values as a framework. For one thing,
published models or other open source models, industry test suites may
produce more conveniently verifiable results using such nominal values.
I am presuming it will be uncommon and uninteresting to cite values of
material constants.
