RE: [vhdl-200x-ft] Update to FT12: reading of out ports

Tristan & Peter,

I believe that Peter's comments in this email address only OUT mode
signal parameters to subprograms and not OUT mode ports. However, I do
want to verify that is true. For OUT mode ports, the value read should
be the driving value.
