[vhdl-200x-ft] First full code release

First, you will notice that the format has changed.
Second, there is a file called:
http://www.eda-twiki.org/vhdl-200x/vhdl-200x-ft/packages/vhdl-200x-pkgs.tar.Z
Which contains all of the code done so far, and a compile scipt.
This is release 1.0 of this tar ball. From now on this file name
will change to reflect the version of the release.

This is the first release to have the updated floating point packages
in it.

Most of the testbenchs have a generic called "quiet". If "quiet=true"
(which you can do on a command line) then all of the test which
produce error messages are skipped.
