I echo David's concern and I wonder if we can discuss this more with Claudio. The IEEEa-SA has been receptive to the pre-payment of standards in order to offer them for free. I suggest we determine what that fee is and see if the industry can cover this cost to make it free for industry and the public to use.

I have several thousand lines of test vectors, just for the updates to the current packages, and they are not exhaustive.
