[vhdl-200x-ft] FT10 Updated

Hi,
FT10 has been split into two separate proposals:
FT10A: N-nary expressions (replace current ternary expressions)
FT10B: Conditional and Selected assignment for sequential
         Assignments.

Both to be considered separately.
