[sv-champions] The status of mantis 3022

Hi Chas,

Francoise requested that the Champions review the latest proposal
for mantis 3022.

Mantis 3022 is currently in the approved state. There is a proposal
attached
to it that is dated Nov 16. If you want the Champions to review the latest
proposal, the mantis item needs to be updated with the results of the sv-cc
vote and it needs to be moved back to the resolved state. If instead,
you want
the version approved by the Working Group to be implemented, the newer
proposal will need to be deleted.

As it stands, there will be confusion over the status of it. At a
minimum, something will need to be done before this can go to the
Editor.
