   JH:  It seems that "cannot apply to wildcard bins" should be changed to
   "shall not apply to wildcard bins".

    JH:  I think that the committee needs to come to a broader consensus when more
    time is available.  I don't see much value in the current proposal, and it might
    be contradicted by a future proposal with broader support.
