[sv-champions] Proposal for P1800 ballot comment 267, clause ordering

P1800 Ballot Comment 267 recommends re-ordering the P1800 clause numbers.
The purpose is to give the LRM a more logical flow, after 3 years of topics
being added while the standard was being developed.  

I was given the action item to propose a more logical clause ordering.
Here's my proposed order:
