My understanding is that the meaning is essentially that the constants need to have been initialized before the covergroup is constructed. Since the global constant is always initialized before the constructor procedural code is executed, there is no need for a special requirement in that case.

I vote 'YES' on all except the following two

because 'nearly' suggests to me slightly less, not slightly more. Also, I agree with the original comments that fully working out the probability would be a help here. Because, in "Global and instance constants referenced from a covergroup_expression shall be members of the enclosing class. The initializers for such instance constants shall appear before the referring covergroup constructor call in the class constructor", does that mean global constants do not have initializers, or those initializers may appear after the call? Should it be "The initializers for such constants, if they are instance constants, shall appear ..."? Maybe the second sentence is OK, but I'd like it double-checked.
