I believe you are referring to the following.
"A member will also lose its membership if the member does not
participate in 80% of the letter or electronic ballots
conducted by the working group in the last three months."
According to this cause, a lack of participation in email votes can cause a
member to lose voting rights. The problem with this is that our operating
guidelines don't state how you can go about regaining voting rights if you
have lost them due to this rule. Because of this, we haven't been enforcing
this part of the policy.
Participating in an email vote does not count as attending a meeting or
conference call.
