Updated spreadsheet

I had the action item to update the ballot comment spreadsheet with the proper categories, which I have attached.

We really don't need to use this spreadsheet until we are close to being done; the IEEE just needs the formal responses filled in. While this committee is in session, we should be using this mantis link to review the list of mantis items in progress: http://tinyurl.com/6pnro9k
