1. Review IEEE patent policy

    The chair brought everyone's attention to the patent policy.

2. Discussion
    ------------------------------------------------------
    Dave - This is a technical meeting to go over the ballot comments.
               - The spreadsheet of issues was posted to sv-xc reflector.
               - The ballot review committee will be using the sv-xc
reflector.
    Shalom - Noted the numbering is different in the different
spreadsheets.
    Dave - This group will decide if the TC's need to meet to address
                 particular comments.
               - The plan is to use the reflector to discuss issues.
               - The TC's are free to meet on their own if they choose to.
               - This is the only committee that will be officially voting.
    Ghassan - The sv-cc has already met once.
    Dave - was hoping that the entities that had an issue would
provide a
                 proposal. Proposals should be in the normal form for
                 any other mantis item.
    Dave - The following process can be used to locate the ballot
comments

                    Go to the mantis web page
                    Click on "view issues"
                    Expand the "search" button (click on the +)
                    Use "target version" pulldown and select P1800-2012-D6.
                    Click on "Apply Filter"

                 That will show all of the ballot mantis items

                 38 items show up
                    - mantis 4121 is the master item for ballot comments
                    - some are for editorial issues (4061, 4122)

3. Items by Technical Committee

    Editorial (2 mantis items - 21 ballot comments)

    Dave - 21 of the ballot comments are for the Editor
    Stu - He has not reviewed these yet.
    Dave - Will assume this set of 21 can be handled as editorial
for now.
    Stu - The mantis status needs to be set to "Editor" for those
that
                 are ready for the Editor.

AI/Dave - move the editor items to the editor state

       3127 - sv-cc

    Stu - would like 3127 to go through the approval process.
               - it is adding new text.

    sv-cc items: (4 mantis items)

    Francoise - There were 5 items discussed in the sv-cc meeting last
week.

    The mantis database has the following 4 assigned to the sv-cc.

    sv-bc items: (4 mantis items)

    The spreadsheet has the following assigned to the sv-bc.

       3065 (mantis shows it as sv-ec)

       4120 (mantis shows it is sv-dc)

       4138 (mantis item is correct, spreadsheet is wrong - should be
sv-ec)

AI/Dave - update the spreadsheet for those that aren't assigned properly.

       The following assignments were made for the sv-bc items.

AI/Matt - 3065, 3505, 4120
AI/Brad - 4138, 4145, 4146

AI/Dave - update the spreadsheet (4138 goes to the sv-ec).

    sv-ac items: (10 mantis items)

    Dmitry would like to be responsible for assigning the svac items.
    He is planning to do the assignment via email.
    He doesn't plan to hold an sv-ac meeting.

       3968 - was assigned to Brad

       3879 - a simple issue (Re: Shalom) - was assigned to Shalom.
       4076 - 3 comments, that are related. A simple change.
               was assigned to Anupam.
       4045 - a bnf fix (it should be simple) - was assigned to Brad.
       3940 - should be in svac (Dmitry)

AI/Dave - mantis is correct. He will go back and update the spreadsheet.

    Dmitry - there were 3 items that weren't completed due to bandwidth.
            - no proposals exist for these.
            - these issues are important.
            - They are not minor issues.
            - 3474 - an enhancement

    sv-ec items: (16 mantis items)

    Dave has taken some of these already.

       4141 - wasn't assigned.
              Dave - wondering if the concern was people "without"
                     a c background.
       4144 - was assigned to Dave
       2840 - was assigned to Brad
       2559 - was assigned to Dave
       3394 - needs to go to svec.
              In the past there was disagreement if changes were needed.
              Assign to Steven Sharp?
       3298 - was assigned to Dave
       3659 - Shalom believes it needs discussion.
              Dave - it has a proposal.
       3710 - editorial? Dave thinks it is more than that.
              was assigned to Dave
       3982 - a change was missed in an update. (Shalom)
              Shalom will look at it, to see if he can take it.
              Will come back if he can't handle it.
       4127 - a significant change
              Scott Little posted a proposal for it.
              It was on the reflector? (it isn't in mantis)
       4128 - a simple change to the text
              Dave wasn't sure what it meant by a "global constant".
              Shalom - it is defined there.
              Arturo - instance based constants and global constants.
              They can both be part of the class.
              Was assigned to Arturo.
       4129 - has a proposal already
              Shalom - a short discussion might be needed to ensure the
              change is actually needed.
              Dave - we can do this one over the reflector.
       4131 - bnf change
              Brad - it is an enhancement, not a bug.
              wasn't assigned.
       2867 - assigned to Dave

4. Process

    Dave - for items that are ready to be voted on.
               - change to immediate priority.
               - can be done in the next meeting.
    Dave - we are free to say that an item is beyond the scope of
our work
                 End of July - we need to be done.
    Dave - the age of the issue doesn't always equate to the priority.

5. Next meetings - a change was made for the next meeting

    June 14th, the next P1800 meeting.
       - need to request the language for items we say no to.

    June 4th - original date for next meeting of ballot review committee
       - several people will be at DAC.
       - this meeting has been cancelled.

    June 11th - next meeting of the ballot review committee (new date)
       - new date for the June 4th meeting, due to DAC conflicts on June 4th
