From an article on Gary Smith's presentation at OSCI SystemC Day at DVCon
re. SystemC vs. SystemVerilog for ESL (
http://www.scdsource.com/article.php?id=386):

Q: Why should I choose SystemC over SystemVerilog at the architectural
level?

A: Gary Smith: "What SystemVerilog has that we must get into ESL test
languages is assertions – but it must be at the transaction
level. SystemVerilog is an RTL language, and has never made it
into ESL. It has no concept of software whatsoever – it doesn’t
fit into a flow that’s all about software."
