A few comments:

We don't yet have a PAR, so real technical committee work can only start mid-year. The balloting process also takes time, so I don't see that a June 2012 completion date allows 2 years of work.

I have seen such things at other places as well.
They obviously came about because there was a need for them.
They are very powerful.
The problem as of now is that the source code is not portable.
