I found this referenced in the IEEE Standards Wire - December 2007
Newsletter, at

However, it indeed appears to be no longer available.

I don't know where the 652 page count came from.

This one is the IEC version of IEEE Std 1800-2005, under IEC/IEEE's
dual-logo standard agreement. For some parts of IEEE, this replaces IEEE
1800-2005. It is labelled 2007 because that is the IEC publication date,
but the body is IEEE 1800-2005. They also made some editing and
formatting changes at the beginning and end. The difference in the
number of pages (668 instead of 648) is mainly because they start page
numbering with the introductory material (Table of Contents, etc.).

I was unable to access the document itself, but according to the label,
this is the Draft 6 version that preceded IEEE Std 1800-2005. We should
get that deleted.
