revised Procedures & Policies for P1800 SV WG

Hi All,

Per my action item from our last F2F meeting I revised the P&P based on
the meeting minutes. The revised P&P was submitted to the sponsors. All
of our changes were approved except for taking off section 5.1. It turns
out that the higher definition in section 5.1 applied to balloting
groups and not working groups. Therefore there was no duplication and
these definitions needed to be preserved in our P&P as well.

Attached is the revised P&P (w/ section 5.1 kept in the document). I
have also added a paragraph (last one under section 9) which explains on
tie break process (an action item that was completed by Steve Mills).
I have also forwarded this P&P to Peter Ashenden for DASC-SC approval.
