[sv-dc] E-mail vote on 3398: Due Oct. 11

We are conducting an e-mail vote on mantis 3398 (v23).

-You have until 11:59pm PDT, Tuesday Oct 11, 2011 to respond by e-mail
-An issue passes if there are zero NO votes and half of the eligible
 voters respond with a YES vote.
-If a NO vote is given on any issue, you must include a valid reason.
 The issue will then be up for discussion during a future conference call.

As of the Sept 21, 2011 SV-DC meeting, the eligible voters are:
