[sv-dc] Champions friendly amendments on 3398

Hi Francoise:

3398 came back from the Champions with friendly amendments. Can you make those changes? Neil has included the changes in the mantis notes. When that is finished we will do an e-mail vote and pass it back to the Champions to verify our implementation of requested changes.
