[sv-dc] 3398 proposal

Hi Shalom,

Yesterday I made 1 change to the proposal v13 because 1 word the font color was pink and should have been
blue.
Last week there were ~ dozen font and typo and minor text changes, none of which changed the technical content.
Those

I attached the previous version (v12) which changes are in pink. Those changes were integrated in the version 13.
