[sv-dc] P1800 schedule

Hi Folks:

It was asked in today's meeting when we have to finish the technical
work for this PAR. The feature freeze for the technical committees is
currently 1 October 2011. This assumes, of course, that the P1800
Working Group authorizes SV-DC to continue working based on our roadmap
document.
