[sv-cc] Call for candidates for the SV-CC chair position

Hi All,

With the P1800 committee activity starting again, it is time to
hold an election for a new SV-CC chair.  The P1800 committee has
tasked me with conducting said election.  If you want to throw
your hat in the ring, please contact me by Nov-20-2015.  We will
hold the election of all interested candidates beginning that day
and running till Dec-04-2015.
