1) Arif recalled IEEE rules of conduct. All are aware of them and
agreed to proceed.

2) Email ballot approvals:

Unanimously agreed to vote by email on the following proposals (proposed by Ed, seconded by John):
196, 230, 269, 290, 296 and 298

3) Discussions:
----------------
196: Due to diverse opinions and sub-issues, Hillel is to poll members to see whih aspect can be accepted and then prepare a formal proposal. The issues are: port type, direction, pass by value / by reference, backward compatibile argument specification, local variable flow out, etc. The proposal should be ready for vote on 11/22/2004.

230: Proposal will be ready for 11/22/2004.

269: Proposal is ready for vote subject to adding a phrase regarding the becessity to specify the clock in sampled value functions used in disable iff expressions. Ed will insert a sentence to that effect into the proposal 198 (Sect. 17.4 of LRM) and Bassam will also include it in 269.

290: Whether or not argument type is accepted (errata 196), the proposal requires only a minor change and is thus ready. Members are to review it and be ready to vote on 11/22/2004.

296: Proposal is ready for a vote. Manisha to add a sentence forbidding local variable flow out of s.triggered.

298: Ready for a vote subject to adding a sentence about clocks in sampled value functions in disable iff expressions.

NEW: a new errata should be introduced, proposing that sampled value functions be allowed on s.ended in sequences. The description of these function would have to be modified because ended cannot be sampled (in the preponed region).
