RE: [sv-ac] RE: Updated version of 2328

There are no "string constants" in SystemVerilog. There are "string
literals" that are treated as either bit vector literals, or converted
into variables of string type, depending on the context they appear in.
This is to keep backward compatibility with Verilog.

Strings - it might be useful to allow string constants, the reason being
that strings can be stored in a register and you may want to do
comparisons.
