[sv-ac] Working Group permission to address 3 Additional mantis items

Hi Dmitry,

At the Working Group meeting held on October 14th the SV-AC was granted
permission to work on the following 3 additional mantis items. Do note
however that some concern was expressed by various members of the
Working Group.

    3206: Deferred assertions sensitive to glitches
    3191: Allow sequence methods with sequence expressions
    3195: Local Variables Flow Out Issue in and/or/intersect/implies

The Working Group has requested that I point out to the SV-AC that this
PAR is being schedule driven. The Working Group is not expecting to
push out the schedule. The SV-AC is being instructed to work on mantis items
in a prioritized order to minimize the likelihood of high priority items
not having sufficient time to be completed.
