I uploaded a document is to provide a strawman to address vacuity, and to
define a preliminary mantis. Topics of particular interests:
1. Definition of vacuity (adding section 16/13/23)
2. Clarifying sections where use of vacuity is not clear (16.15.8)
3. Clarify vacuity when used with the and, or, and implies operators, and
include tables. (16.15.8)
4. Provides some examples.
Please beat this strawman (and feel free to modify it) until we can arrive
at something that we can agree upon. The end of this document includes
material on vacuity extracted from several emails and from Internet
searches. This is provided as background information.
